REGULATIONS

of the International Festival”Lokoball-2017-Russian Railways

among the children football teams

TERMINOLOGY

In the current Regulations the following names and definitions are used:

FESTIVAL    
International festiva”l”Lokoball-2017-Russian Railways” among the children football teams

FIFA    
International Football Associations’ Federation

UEFA    
Union of the European Football Federation

RFU    
The all-Russian public organization “Russian Football Union”

TFL    
Regional public organization
“Teenager Football League”, a member of RFU, recognizing the statutes, regulations, directives and decisions of FIFA, UEFA and RFU,  carrying out the the preparation and control over the course of holding the FestivalIRU RFU    
Inter-regional union of the football federations of RFU

FOOTBALL ORGANIZATION    
A football organization, the statutes of which allows for holding football competitions

RUSSIAN RAILWAYS JSC    
An open stock company “Russian Railways”.General sponsor of the Festival.

RFSO”LOKOMOTIV”    
A public organization-“Russian Sports Society” “Lokomotiv”, maintaining the general organization of the Festival and owning all of the commercial and audiovisual rights during the course of its holding.OFFICIAL    
All of the officials of the leagues, clubs, national federations, football schools(academies), as well as the organizers, co-organizers and sponsors of the Festival, members of the collegial and juridical bodies, sports referees, referee assistants, other persons responsible for medical and administrative issues in the organizations, holding the Festival.

PARTICIPANT    
A football player, included in the application form of the team for participation at the Festival, as well as an authorized representative of the football school(academy) enlisted in the application form of the managing and coaching part of the team for participation in the Festival.

GAME    
A game, held within the Festival.

REFEREE    
An appointed by the organizers referee of the game.

STADIUM    
A sports facility , certified by the regional football federation, where the Festival is held.

CALENDAR    
Schedule of the game days of the Festival, filled with the pairs of teams playing in it.

SPONSOR(PARTNER)    
A legal entity, having a sponsor’s(partner’s) contract with the organizers of the Festival over a certain period of time.

BROADCAST    
Forming of the audio-video signal form the games of the Festival, its recording or broadcast on air with the purpose of its dissemination for common knowledge with or without charge in the form of radio and tv programs, as well as via the Internet and the mobile web of connection.

ORGANIZING COMMITTEE    
The organizing committee for holding the Festival –a group of officials in charge, maintain general control over the course of the preparation and holding of the Festival.STATION    
A regional group, uniting in itself the location for holding the first and the second stages of the Festival, held under the auspices of a famous football player or coach-mediacurator of the groupMEDIACURATOR    
A  conditional denotation of a real football player or coach invited to come to the Festival

 

Article1. General provisions

The “Lokoball-2017-Russian Railways”Festival among the children football teams of the Children-Youth Sports Schools, Sports Children-Youth School of Olympic Hopefuls, School for Olympic Reserves, Children Football Club, Football Academies of professional football clubs, Centers for additional education, football sections and boarding schools, amateur and school teams( hereinafter-the Festival) is held with the purpose of  educating the children in the Russian federation( hereinafter-RF) to be physically healthy by means of dealing with sports. The goals for holding the Festival are:

A) Making popular amongst children the mass types of sports, and football as one of them.

B) Developing and popularization on a mass scale children football in the Russian Federation.

C)  Increasing the level of mastership among young players.

D) Increasing the level of prestige of children competitions, their informational and educational parts on the territory of different subjects of the RF.  

E)  Establishing friendly ties and cooperation in the area of children football among the different subjects of the RF, foreign states.

The “Lokoball-2017Russian Railways” Festival, the stages of which are held on the territory of the RF, is included in the Calendar of the Department of mass and children-youth football of the Russian football union (hereinafter-FRU).

ARTICLE 2. MANAGEMENT

The general management of the organization of the Festival is done by “Russian Sports Society Lokomotiv”(hereinafter-RFSO”Lokomotiv”). In accordance with the Federal law “On physical culture and sports in the RF” RFSO”Lokomotiv”has all the rights, related with the holding of the Festival.

The immediate holding of the Festival, the preparation and the control over the course of its holding is done by Teenage Football League(hereinafter-TFL),which is an associated member of the RFU.

The operational management and control of the fulfillment of the Plan of the general organizational works connected with the preparation and holding of the Festival is done by the Organizing committee (Annex N1)

ZAO”Football club”Lokomotiv”, which is the holder of the freight mark( Certificate of freight mark N389208 from 11.09.2009) gives its permission for using the freight mark during the course of the Festival in the period from March until the end of August, 2014 to RFSO”Lokomotiv”as the organizer of the Festival to be put on advertising materials( banners,  advertising planks, posters, information booklets, publications in the mass media.

Article 3.Organization and holding

The immediate holding of the Festival is done the following way:

The first preliminary stage(p.5.1.1.)- for the purposes of operational control over the organization and the holding of the Festival in the order set by the current Regulations, TFL signs a Contract for holding the first stage of the Festival on the territory of the subjects of the RF with an organization, the Statutes of which allows for holding of various sports competitions(hereinafter-Football organization).

The second, final stage and the international tournaments(p.5.1.2., p.5.1.3.)-for the purposes of operational control over the organization and holding of tournaments in the order, set by the current Regulations, TFL signs a Contract on holding the second stage of the Festival on the territory of subjects of the RF, as well as the international tournament on the territory of another national association with a Football organization, the Statutes of which allow for holding sports competitions and has the respective international licenses of FIFA or UEFA for holding international competitions on the territories of countries, documentally fixed in the national football federation.

The third stage-the superfinal(p.5.1.4.)- the immediate organization and holding are done by TFL and RFSO”Lokomotiv”.

The sports organization responsible for the immediate holding of the stage of the Festival(p.3.1.1.03.1.2.) according to the Contract and on the grounds of the current Regulations, is obliged to fulfil the following demands:

Hold an application campaign and form the body of the participants in the Festival.

Provide for the holding of a mandate committee and refereeing of the games of the Festival.

Provide for the medical services of the games of the Festival with a mandatory presence of a Medical Doctor or a doctor of the physical-sports clinic and ambulances with medical personnel and the necessary first-aid equipment

Hold the opening ceremony of the Festival with raising the national flag.

Provide for the radio-audio equipment, the referee with a mic, during the Festival.

Put and disseminate, as well as fix with the help of photo equipment advertising-infortmation materials, including the logos of “Russian Railways”JSC and other sponsors and partners of the Festival when holding the games in accordance with “The technical task on advertisement”( it is sent additionally as an Annex to the Contract with TFL).

Provide for the photo and video shooting during the Festival, including the official ceremonies, as well as photo shooting, placing of advertising materials  and handing of the souvenirs, having the logos of the general sponsor”Russian Railways”JSC and other sponsors and partners of the Festival.

Provide for the presence of a PR of the Festival and its informational coverage in the regional mass media.

Hold the awarding of the winners of the Festival in a ceremonious background, inviting famous sportsmen, veterans, representatives of the ruling bodies of subjects of the RF, MRO RFS, professional football clubs.

Offer in the course of 2(two) days from the moment the Festival ends, reports on its holding, including:

An information report(referee statistics with reference to the results of all the games played, lists of the best players of the Festival), stamped by the Sports organization and signed by the main referee on an official paper via fax number: (499) 763 69 53, or to e-mail: dfliga@bk.ru

A photo report, consisting of no less than 15(fifteen) photographs(in jpg format, size no less than 800 pixels wide or high, resolution no less than 72 dots per dime)with the image of

Advertising-information materials, bearing the logos of “Russian Railways”JSC ansd other sponsors and partners of the Festival (no less than 5 photographs), play moments during the games (no less than 5 photos), award ceremony (no less than 5 photos) to the following e-mail: dfliga@bk.ru

1(one) videoclip in an avi, mpeg or mp4 format to the following-mail: dfliga@bk.ru

All the stages of the Festival are held with the support of the Direction of social sphere, “Russian railways”JSC subsidiary companies, to the address of which the respective announcements are sent on behalf of “Russian Railways”JSC.

All the stages of the Festival on the territory of the RF are held with the support of the executive bodies of the subjects of the RF, to which address the corresponding announcements are sent by “Russian Railways”JSC.

Article 4.Participants

Allowed for participation at the Festival areplayers of boys’ teams and girls’ teams born in 2003-2005, who free willingly filled in their application forms for participation in the Festival and meet the criteria of the current Regulations.

The order of submitting the applications for participation in the Festival is set by article 7 of the current Regulations.

All of the officials of the teams, including the football players, the coaches and the technical staff, who are enlisted for participation in the Festival, are obliged to fulfill the following requirements in accordance with the rules of Fair play and the Code of honor of the RFU:

A) Keep the principles of fair play, maintaining a high level of discipline, respect towards the organizers, the rivals, the referees.

B)  Keep all of the decisions of the organizer of the Festival, regarding the use of commercial and audiovideo rights, caused by the holding of the Festival.

C) Stick to the schedule for holding the each of the stages of the Festival, written by the organizers of the Festival.

D) Provide, when asked by the organizers of the Festival, the necessary official documentation about their team, football school(academy).

E) Take part in all of the official events, connected with holding of the Festival

F)Keep all demands of the current Regulations.

At all stages  of the Festival, the coachres of the participating teams bear responsibility for the inaccurate filling of the application documentation and the medical access of the participating football players in the games, as well as their life and well-being from the moment of departure for the Festival until their return.

At all stages of the Festival, the leaders of the delegations of the participating teams bear responsibility for the behavior of their fans.

At all stages of the Festival, the Management of the stadium bears responsibility for keeping the public order and safety of the participants and the officials during and after the games at the stadium and the surrounding territory, having in mind the corresponding law documents of UEFA and the national federations.

At all stages of the Festival, all of its participants are obliged to be insured in case of an accident for the whole period of holding the Festival. The insurance contract is passed onto the mandate committee when filling out the application form of the team with the documents, certifying their identities.

Article 5. Structure, locations and periods for holding

The Festival is held parallel amongst the boys’and girls’teams in three different stages based on the following structure:

The first stage-a regional tournament. All teams which have expressed their desire take part, if they are located  on the territory of the subject of the RF holding the Festival and if the procedure of filling in the application documentation is done.

The second final stage-inter-regional final.  The winning teams from the first stage of the Festival take part, split into groups built on the geographical principle and the invited teams from the neighboring countries(p.5.2.) with a lot for the traveling at the third stage.

International tournament(boys’ teams). With a lot for one travel at the third stage.

Third stage-superfinal

Locations for holding the Festival.

Boys’ teams:

Dmitry Tarasov station. City for holding:Moscow.A Festival for the players born in 2005 amongst the teams of Sports children-youth schools for Olympic reserves, schools for Olympic reserves, football academies, children-youth sports schools, departments of football of the sports clubs of the city of Moscow, amateur and school teams based on the additional Regulations together with the Moscow football federation without a lot for the travel to the superfinal.

Dmitry Sennikov station.Location: Saint Petersburg. Festival among the football players born in 2005 amongst the Sports children-youth schools for Olympic reserves, schools for Olympic reserves, football academies, children-youth sports schools, football departments of the sports clubs in Moscow, amateur and school teams based on the additional Regulations together with the Saint Petersburg  football federation without the right of traveling to the superfinal

Dmitry Aleynichev station. Velikie Luki(final).Kaliningrad,Vyborg,Velikiy Novgorod,Velikie Luki, Arhangelsk, Monchegorsk,Petrozavodsk,Sykhtyvkar, Estonia teams, Lithuania teams, Belarus teams, Latvian teams(12 teams).In the superfinal go 2 teams.

Andrey Buhlitskiy station. Saransk(final).Kirov. Yoshkar-Ola, Naberezhniye Chelnny, Cheboksar, Ulyanovsk, Balakovo, Saransk, Penza.(8 teams). 1 team goes to the superfinal.

Mogamed Ozdoev station. Azov( final).Mahachkala,Nazran, Cherkesk, Vladikavkaz, Grozniy, Nalchik, Volgograd, Rostov-on-Don( 8 teams). 1 team goes to the superfinal.

“Lokomotiv”(Moscow) is personally invited to the superfinal.

Girls’ teams:

Kseniya Tsybutovich station. Novosibirsk(final).Krasnoyarsk,Kemerovo, Novosibirsk, Irkutsk(4 teams). 1 team goes to the superfinal.

Elvyra Todua station. Azov(final). Azov,Krasnodar,Tambov, Voronezh(4 teams). 1 team goes to the superfinal.

Elena Terehovoi station. Gorodets(final).Kazan,Ufa,Perm,Ekaterinburg,Samara,Nizniy Novgorod(6 teams). 1 team goes to the superfinal.

Elena Fomina station. Vladimir(final). Moscow,Moscow region, Kaliningrad,Ivanovo( 4 teams). 1 team goes to the superfinal.

In the case of lack of interest on the part of the local Football organizations at the first and second stages of the Festival, given in p.5.2. of the current Regulations, and/or  infrastructure  necessary for holding the Festival not being ready, TFL in coordination with RFSO”Lokomotiv” has the right to change the location of the stage of the Festival.

The exact terms for holding the first and second stages of the Festival are set by the Football organizations in coordination with TFL considering the territorial specifics os the subjects of the RF.

The football organization, holding the Festival in the cities, mentioned in p.5.2., must give documentally a guarancy according to the given sample up to April 12th , 2017 to TFL via fax(499) 161-26-72 or to e-mail:dfliga@bk.ru. In the letter, the following information must be present:

The full official name of the organization, its mailing and juridical address( with the index), banking requisites, telephone/fax,e-mail:

Guarancies of support by the executive power of subjects of the RF with mentioning of the officials;

List of the organizations taking part in the local Organizing committee, telephone/fax, e-mail;

Description of the sports facilities, mentioned for holding the Festival, with a guarancy for technical access;

Family name, first name, father’s name, position, contact information of the persons in charge with the holding of the Festival;

-         list of the information partners amongst the local media

-         proposed dates for holding the Festival

-         forecast number of the participating teams mentioning the city of the team

Tournaments at the first and second stage of the Festival are allowed to be held exclusively at sports facilities having the technical certificates for readiness, having passed licensing and permitted to hold football competitions,  located in the jurisdictions of the respective  football federation, which bear responsibility for their access in accordance with the acting legislation.

Competitions of the tournaments in the first and in the second stages of the Festival are allowed to be held on football fields with artificial cover or with a quality natural(grass) cover.

The Directorate for sports facilities, in cooperation with the Football association holding the tournament from the first and second stages of the Festival, keeps the following requirements during the preparation and holding and is obliged to:

Provide for the participants a football foeld, which matches the requirements of the current Regulations and the format for holding the Festival with the necessary delineations;

Provide for the tournament’s participants restrooms;

Provide a room for the referees;

Provide for, during the course of holding the Festival radio and audio equipment;

Secure the public order and well being  of the participants, the referees, the spectators;

Secure the work of a temporary place for food- a buffet for the participants, the referees, the spectators.

Article 6. Way and order for holding

The Festival is held during three stages:

The first stage-the regional tournament(p.5.1.1.). Depending on the number of teams in each city the Football organization organizes a lot, the distribution of the teams in the different groups, the system for holding the Festival. A scheme for holding the Festival  within 2-3 playing days.

The second stage-inter-regional final(p.5.1.2.). Depending on the number teams, a lot is organized and the distribution of the teams in the different groups. The system and the common schedule of holding is developed by the Football organization and is affirmed by the TFL. Thew duration is 2-4  game days.

The international  tournament(p.5.1.3.) The number of the participants- 6 teams, five of which are teams from countries different from the host country.

* - The consequence of the numbers of the teams from 1 to 3 is determined according to the lot casting

Third stage-superfinal(p.5.1.4). The general schedule for holding the tournament is set by TFL and confirmed in “Russian Railways”JSC and RFSO “Lokomotiv”. The number of the

Participants in the third stage-16 boys’ teams and 4 girls’ teams. The allocation  of the teams into groups with the boys(4 groups by 4 teams) is determined by way of lot casting. The teams play according to the round system in one round, then the 4 winners from the groups play in the semi-finals, the match for 3rd place and the final game. The girls’ teams hold a one-round-tournament. The teams which take 1st and 2nd positions play the “golden”game, and the teams which take 3rd and 4th position play the “bronze” game. For those of the boys’ teams, which did not make it to the final four, a knowledge and entertainment relay-race will be held “ Wall against wall”. The duration of the superfinal tournament -3 playing days.

The games of the tournament at all stages of the Festival are played according to the Rules of the game and the current Regulations. The articles of the Regulations developed by the Football organizations where the tournaments at the first and second stages of the Festival are held, must not be in contradiction with the articles in the current Regulations, which has to be taken as a basis.At all stages of holding the Festival, the placing of the teams is determined by way of the greatest sum of points, scored in all the matches. The system for calculating the points: for a win-3 points, for a draw-1 point, for a loss-0 points. In the eliminating games, in the case of a draw in the regular time of the game, in order to set a winner, a series of penalty shoot-outs is performed, played according to the Rules of the game(5 penalties, further-until first miss).

In the case of equal number of points in two and more teams after the gams in the group stage are played, the advantage is given to the team that has:

-the highest number of wins in all of the games;

-the best result in the game between the two teams, which are compared(by the consequence-number of points, number of wins, best goal difference between goals scored and allowed, greater number of goals scored);

-the best difference between goals scored and allowed in all of the games;4-the highest number of goals scored in all of the games;

-the least number of goals allowed in all of the games in the group;

-the least number of penalty points, received for violating the Rules of the game(yellow card-1 point, red card-5 points);

-in the case of equality of all of the indices-by way of casting a lot.

The following rules and game formats are used in the first and second stages of holding the Festival:

*5.1.1. At the first stage of the Festival, it is allowed to hold the tournament on shortened in size pitches in teams of 5x5.

At all stages of holding the Festival, the officials of the participating teams are obliged 10 minutes prior to the game to write down in the starting protocols the last and first names of the football players with the respective numbers of their playing jerseys and give the main referee of the game the application form and the personal documents of the players. The host team fills in the protocol of the game first.

At all stages of the Festival, the football players’ outfits must be in accordance with the Rules of the game. Otherwise, the football players are not allowed to begin the game. According to FIFA requirements, the football players are obliged to play the games in protective planks.

At all stages of holding the Festival the participating teams are obliged to have two different from each other sets of playing outfits. In case of concurrence of the colors of the outfits,  the host team is obliged to change the outfit.

ARTICLE 7. CONSEQUENCE OF PRESENTING THE PLAYERS

At all stages of the Festival, it is allowed to enlist in the application of each team the names of no more than 14 football players and 2 coaches.

At the first stage of the Festival, the access of the participating football players is determined after presenting to the referee panel of the mandate committee the following set of documents:

An application list by a set form(Appendix N2), computer printed in 2/two/ samples, signed and stamped by the management of the sports school or the club, of the corresponding territory federation of football, a representative of the medical-physical clinic;

The passport or the birth certificate of each football player enlisted in the application form;

-the contract(original) of the insurance of the football players in case of accidents, life and health insurance.

At the second stage of the Festival, the access of the participating football players is determined by the referee panel of the manadate committee the following documents:

An application list by a set form(Appendix N2), computer printed in 2/two/ samples, signed and stamped by the management of the sports school or the club, of the corresponding territory federation of football, a representative of the medical-physical clinic;

The passport or the birth certificate of each football player enlisted in the application form;

-the contract(original) of the insurance of the football players in case of accidents, life and health insurance.

A photo of the whole team with signed on the back side of the photo, the names of the football players, stamped and signed by the director of the sports school or the club.

The participants in the third stage of the Festival are obliged to send to the electronic address of TFL:dfliga@bk.ru the following set of documents no later than 20(twenty) days prior to beginning of the Festival:

A)  A written guarancy for the team’s participation legalized with the stamp and the signature of the authorized person-director of the sport school or club, in which the following information must be present:

A list with the names of the delegation( complete family name, first name and father’s name) of 14 football players with reference of their united number identificators(ENI) in the system of RFU and 2 accompanying people( mentioning the head coach of the team);

Contact information of the director of the delegation and the head coach(landline and cell phone, e-mail address).

B) An insurance policy for accidents, life and health insurance for each football player for the period of holding the tournament( from the time of departure until the time of coming back).

C)A photo of the whole team wit all the enlisted players mentioning their last and first names with the stadium in the back in their playing outfits(in jpg format, width noless than 100 points per dime)

7.4.1. For a postponed sending of the above mentioned documents, the team may be excluded from the list of participants in the third stage of the Festival.

At the third stage of the Festival, the access of the participating football players is determined after presenting before the referee panel after arrival the following set of documents:

An application list according to the set form(Appendix N3), computer printed in 2/two/ copies with the united number identification (ENI) mentioned in it , signed and stamped with the seals of the management of the sports club , the medical physical clinic;

The international passport of each football player in the application form;

The contract(original) of the insurance of the football players in case of accidents, health and life insurance.

The team, which reveived the right to take part in the third part of the Festival, it is allowed to make no more than 3(three) changes in the application form at the third stage.

At all stages of the Festival, the access of the officials is done after showing before the referee panel upon arrival the original of the civil passport of each person  of the delegation.

At all stages of the Festival the participating teams sign “Fair play charter”(Appendix N4).

ARTICLE 8. REFEREEING

Refereeing of the tournament of the Festival is done in accordance with the Rules of the game of football and the requirements of the current Regulations.

Rrefereeing at the first and second stages of the Festival is done by referees, recommended by the regional referee committees and set by the Council Inter-regional  RFU

Referreing at the third stage of the Festival is performed by  referees, recommended by the Referee and Inspection Department of RFU to service the games in the football championships of Russia.

At all stages of the Festival, the Main Referee of the competition together with the directors of the teams bear responsibility for following the reùirements for allowing the players to the game. At all stages of the Festival, the main referee is forbidden to start a game in the case of abscense of a medical person and an ambulance vehicle.

The referee of the game, in case when the team does not show up for the game, after 20 minutes have passed since the officially announced kick-off time, is obliged to fill in the protocol of the game and immediately report to the Main referee of the competition.

Upon completion of the game of the Festival, the referee of the game must within 5 minutes fill in the game’s protocol , sign it in the presence of the officials from both teams(the head coach or the assistant) and pass it to the Main referee of the competition.

At all stages of the Festival, the following system for violating the rules is used:

Warnings(yellow cards) received in the course of one stage of the Festival are summed. A player who has 3 yellow cards over one stage of the Festival, misses one game. A player, who has two warnings in a single game, is kicked out of the game without the right of substitution and does not have the right to take part in the next match of his team.

A player, who received a red card in the first half time of the game for”last  chance foul” is kicked out of the field with the right to participate in the next game of his team.(Scheme N1).

In the case of hot weather conditions, the Main referee of the competition is obliged to give additional technical breaks(of no more than 5 minutes) in the middle of each half time so that the participating players could quench their thirst.

Games for the second and third stages of the Festival, as well as the international tournaments of the Festival are serviced by boys for returning the ball.

At all stages of the Festival, within the procedure of the participating teams entering for welcoming , the referee of the game performs the following actions:

The entering of the teams on the football field is accompanied by the “Lokoball” anthem;

During the greetings  before the beginning of each game, the teams are positioned facing the seide of the field, where the seats for the reserves are situated;

Upon completion of each game, the teams are positioned facing each other and thank each other for the game.

Upon completion of the last game day at the second stage of the Festival the Main referee of the competitions is obliged within 4(four) hours send the results to the address of TFL via fax:(499) 763-69-53 or to e-mail:dfliga@bk.ru.

ARTICLE 9. PLAYERS’ RESPONSIBILITY, MANAGERS OF THE TEAMS, FOOTBALL FEDERATIONS, MANAGEMENT OF THE STADIUMS

At all stages of the Festival the managers of the participating teams, the coaches of the participating teams as well as the regional football federations bear responsibility for the incorrect filling out of the application documentation.

At all stages of the Festival, the leaders of the sports schools and clubs, taking part in the Festival, bear responsibility for the behavior of their fans, officials, as well as any other persons performing a specific mission at any given game on behalf of the sports school or club.

At all stages of the Festival the coaches of the participating teams bear full responsibility for the medical access of the participating football players to the tournaments of the Festival, for their life and health from the moment  of departure for the tournament until their return.

At all stages of the Festival the Department for sport facilities bears responsibility for securing the public order and safety before, during and after the games at the stadium and its surrounding territory, following the RFU’s Instructions on ”On the security measures for the football games held on the territory of the Russian Federation within RFU, UEFA, FIFA as well as other international organizations”.

At all stages of the Festival, when a football player without the proper documentation takes part in a game or a disqualified player takes part in a game, the team that violated the rule,  is assigned a loss with the score 0:3 and the football school(club) in accordance with the Disciplinary regulations of RFU is fined. The rival team is assigned a win with the score 3:0.

At all stages of the festival, the team which has it its list a football player older than the set age, which is proved by the documents given to the referee panel, is disqualified from the tournament, all of its results of all the games with its participation are annulled, and the football school(club) is fined according to the Disciplinary regulations of RFU.

If the team  taken out(or by itself left) of the Festival played less than 50% of its games, the results of the games with its participation are annulled.If the team played 50% or more of its games and was taken out or by itself left the tournament, this team in the remaining games is assigned losses with the score 0:3, and the rival teams are assigned wins with the score 3:0.

If the game is stopped because of the behavior of the football players of one of the participating teams, then after giving videotapes to the referee panel this team is assigned a technical loss with the score of 0:3 and the sports school(club) is fined, its rival are given a win with the score of 3:0, if by this time they did not lead with an even greater score.

ARTICLE 10. FINANCIAL CONDITIONS

The expenses for organizing and holding the Festival are subject to financing by the organizers and the sponsors of the Festival:

The expenses for the organization and holding the first stage of the Festival, included in this, the expenses connected with the developing, making and transporting the award and souvenir production; expenses connected with the making and posting advertising materials;other organizational expenses.

Expenses over the organization and holding of the second stage of the Festival, included in this the expenses for accommodation and food for the participating teams;expenses connected with  developing, making and transporting the award and souvenir production;other organizational expenses.

Expenses over the organization and holding of the third stage of the Festival, including the arrival of the participants at the location for holding the Festival and back; expenses for accommodation and food for the participating teams, expenses for the transport servicing during the third stage of the Festival; expenses for organizing the cultural-entertainment program; expenses for acquiring the outfits and the sports inventory for the participating teams; ezpenses for making and shipping the awards, the souvenir production;expenses for making and posting advertising materials and production;other organizational expenses.

At the first and second stages of the Festival the local authorities of the executive power bear the expenses for the medical servicing of the games of the Festival in the form of the presence of ambulances and providing the security staff .

At all stages of the Festival the expenses for the insurance of the football players and the officials of the delegations are taken by the corresponding delegations or the participants.

ARTICLE11. ADVERTISEMENT, AUTHOR’S RIGHTS, CONDITIONS FOR DEALING WITH THE PARTNERS

The Festival is a non-commercial project, and its organization is financed at the expense of the sponsor’s money.

All the audio-visual rights, arising from holding the Festival belong to “RFSO”Lokomotiv”as the organizer of the Festival.

During the time of holding the first and second stages of the Festival, the Football organizations having signed a contract with TFL, are obliged to fulfil all the requirements for distributing and posting the advertising materials , including the logos of “Russian Railways”JSC and other sponsors and partners of the Festival in accordance with the developed “Technical assignment on advertisement”.

At the time of holding all stages of the Festival, at the sports facilities where the Festival is held, the official advertisement materials(banners), given by TFL, are to be installed  on plastic advertisement constructions, with the height of 1 meter and length of 5 meters  and are placed on the perimeter of the playing field where they can be seen  by the photo, video and tv cameras.

At all stages of the Festival the official opening and closing ceremonies must be held in the sports facilities specifically shaped advertising information materials, including the logos of “Russian Railways”JSC and other sponsors and partners of the Festival with the mandatory presence of all of the participating teams.

At all stages of the Festival  at the moment of holding the official opening and closing ceremonies all the participating football playersmust be in their official Festival’s t-shirts.

The participating football players at the third stage of the Festival must be in their playing outfit, given by TFL and bearing the logo of “Russian Railways”JSC.

During the second and third stages of the Festival TFL develops a program for visiting the games by FIFA and UEFA representatives as well as the managers of the national federations.

In the course of holding the second and third stages of the Festival, TFL and the Sports organizations, which had signed contracts with TFL invite the players and coaches-media curators of the festival at the official opening and closing ceremonies in the capacity of guests on a free basis.

ARTICLE 12. AWARDING

At all stages of the Festival for the purpose of making children football popular, increasing its prestige before the general public and the mass media, the official opening and closing ceremonies of the tournaments must be held in a ceremonious atmosphere, in the presence of famous football players and coaches, acting as media curators of the Festival as well as directors of the branches of “Russian Railways”JSC or the national railways of the host country of the Festival, the local exective power authorities, representatives from the national federations , professional football clubs.

At all stages of the Festival each participating football player receives souvenirs with the Festival’s symbols, and the winning team and the runners-up of the tournament are presented with cups. At the second and third stages of the Festival the winning team and the teams runners-up are additionally presented with medals. At the third stage of the Festival, the winning team is additionally presented with golden t-shirts of the championships.

At all stages of the Festival after the results of the collective survey of the coaches of the participating teams and representatives of the referee panel, the Main referee of the competitions determine the best players by the nominations: “Best goalkeeper”, “Best defender”, “Best midfielder”, “Best forwarder”. For the purpose of making popular UEFA’s values at the third stage of the Festival, TFL establishes a special team prize Fair play.

ARTICLE 13.ADDITIONAL PROGRAM

13.1. During the holding of the first stage of the Festival the Football organizations, which have signed contract with TFL, by location of holding, develop the program for holding the master classes for the Festival’s participants with the axcting football players and the coaches of the professional clubs.

ARTICLE14. INFORMATIONAL COVERAGE

For the purposes of making children football popular, the increase of its prestige before the general public and the mass media for the time of holding the Festival, photo and video shooting must be taken, a press attaché must be present, dealing with the Festival’s informational coverage in the local or the federal mass media, official internet sites of the inter-regional organizations of RFU, regional football federations.

Information on the course of the Festival is published by TFL on the official internet sites of TFL and RFU.

Photo and video materials on the Festival are published on TFL’s sitee in the social media Vk, Twitter and Facebook.

ARTICLE15. FINAL DECREES

Matters that have not been considered in the current Regulations are considered in accordance with the normative documents of FRU.

The Regulations is developed by TFL, together with RFSO”Lokomotiv”, and is approved by “Russian Ralways”JSC and enters ino force as of the day of its signing.

The Regulations enters into force from the moment of its signing and is to be published on the official Internet site of TFL(www.dfl.org.ru).

All of the appendices are an indispensable part of the current Regulations.

Fair play charter

Football – this is a game, which unites millions of people, regardless of their views and convictions, social state and education, sex and age, nationality and religion.

Football–this is health and good mood of plenty of fans of this game, because of its democratic approach football is the most mass, beloved and accessible kind of sports.

Football – this is not  just a gem, but a social phenomenon.Football has an important meaning in teaching socially active persons.

Teams – participants in the Festival «Lokoball-2014-Russian Railways» are full bodied entities of football in their country. The level, mastership and culture of behavior, shown by the teams present the level of development  and culture of their city or region.

Realising the huge social importance football has , understanding the role of sports as a whole and football in particular, in stabilizing the moral aspects of life of the Russian Society and having respect for the widely accepted principle worldwideв «Fair play»and the statutes of the «Code of honor of RFU», we, the leaders of the participating teams in the Festival , state the following:

-          We are obliged to follow the spirit and the letter of «Rules of the game» and the requirements of the Regulations .

-          We are obliged not to allow in our activity the use of methods and means, contrary to the spirit of fair rivalry.

-          We guarantee before the organizers of the competitions and the referees abscense of influence on them in any way, shape or form, respecting their honor and dignity.

-          We are obliged not to allow statements an actions by us or by our representatives, which can be interpreted as openly not paying respect and insulting in regards to each other, the participants in the competitions and the football organizations.

-          We are obliged to support by all means and spread the main principle of TFL’s philosophy:«We think about tomorrow together».

-          We are obliged to solve any disputable questions and conflicts, arising in the course of the competitions only by way of negotiations,

We express an honest conviction, that the exact and complete following of the above mentioned principles will allow to raise the level of children-youth football in Russia to  new heights of development and attractiveness, and we count on the support of this initiative of ours on the part of the football public community and RFU.
